I've applied early action to the University of Michigan and was wondering how results come out.
They have told us that it applicants would receive admissions by December 23rd.
Does "by" mean applicants will receive results on different days but all of them will receive them by December 23rd or does it mean that everyone will receive it on December 23rd.

<p>Don’t plan on hearing before December 23. Last year my son heard on or very near the date they gave on the website (may have been Dec 22?). Just take heart in the fact that you’ll know before Christmas :)</p>
<p>I heard Dec 19th last year, don’t be expecting anything much earlier then that, UM Admissions is famously slow.</p>
<p>The soonest they notified last year was Dec 16. I would expect about the same this year. It’s awful. Although, they are starting to request “7th semester grades” on some individual’s WA, so I would check that periodically.</p>
<p>I was at a college fair a few weeks ago and the ny admissions counselor for umich told me that I may hear on dec 21st or after, but almost definitely not before that date.</p>
