Admit rates or enrolled?

<p>I looked on the UC site and they had charts like these</p>

<p>when they say admit rate are they referring to the people that got the acceptance letters or the people that actually enrolled in the school?</p>

<p>Also, if you don’t get a letter and you appeal is there a high chance you’ll get in or are you just going to be on their waiting list?</p>
