Advice for Reading?

I am scoring mid-30's in Math and Science and I am confident that I can pull my English up to the thirties as well. But what keep pulling my composite down is that Reading. I consistently score something like a 24 simply because I can't get it done on time.

I had tried several methods but I just don't feel they are working for me:

1.) write brief summary as I read --> end up wasting too much time writing trash
2.) read the question first, underline keywords and search them in passage --> end up wasting extra time to read both the passage and the question twice, and I have a hard time keeping all those keywords in my head when searching
3.) Just read the whole thing first then answer --> amazingly, sometime I can get the whole passage done in 9min, but most of time, just as expected I would need to keep looking back
4.)Try only focus doing 3 passage instead of all 4 --> ridiculously, most of the time I can barely finish 2.5 of them on time anyway

I really need some good advices for the reading. Thanks.

Read the passages. Answer the questions. Don’t get hung up on one question, as it will waste your time.

If it’s the stupid “EXCEPT” or “NOT”, or a question where you have to hunt for the answer, and I promise at least 10 of them will show up, save it for when you have finished all 4 passages and then go back. If you’re running out o time, guess on those.

Do not read the questions before reading the passage.

Any other advice?
