Advice on transfering from a local state school to a more prestige privite school?

I currently attend the University of New Orleans in Louisiana, and I'm not very satisfied with the school in general. The school frequently sees budget cuts and it is often losing professors. On the bright side, it is one of the cheapest universities around, but it's not very challenging. I am a sophomore, but I would be transferring mid-Junior year.

I plan to attend Law School after graduation, and I would love to go to Columbia, NYU, or even Harvard. However, I feel that my chances, coming from a mediocre school, aren't very great.

Currently I have a 3.9 here, extracurricular activities, and volunteer work. My ACT isn't the greatest, but I can retake that.

I was thinking of applying to NYU, Boston University, Boston College, or Tulane, and Penn, Brown, and Cornell as reach schools.

Now, advice. Is it a good idea? How do I go about it? What schools do you recommend for someone studying International Relations/Latin American Studies?

Why not at the beginning of jr year? Having more than 2 years of credit could impact the schools where you eligible to apply. I haven’t checked all the schools on your list, but many require that you spend 2 years on campus after you transfer, and some discourage or will not let students with more than 2 years of credit apply. For an example, look at the Brown website.

Also, if mid-jr year means transferring sp semester, some schools only take transfers in the fall, again the college websites will have this information.
