I would think you are more in line for the Achievement level but you never know. There is not a whole lot you can do about class rank but maybe you could try to take the ACT again and raise it by a point or 2, that would definitely help.
Do they consider leadership roles and rec letters?
I’m sure they do consider those items, especially leadership roles but UTD is trying to improve their ranking. That is why a lot of their criteria is number based ie class rank, GPA, SAT/ACT scores, top 10%, NMF. If you have all the numbers, leadership is the icing on the cake. Again, I would try improving your ACT score, if possible, and do write a good essay and point out your strengths is these other areas. I do know they take a very personal look at each student when evaluating for honors and I’m sure for scholarships so it is not just the numbers.
