<p>I think it's quite safe to say not as many whites apply to HBCU's as blacks do to Non-historically black colleges.
Many HBCUs argue that they should be able to be "Historically Black" because blacks couldn't get into white schools in the past, so blacks were forced to make these institutions; because of the history behind this the theory behind HBCUs is fair.</p>

<p>Cal Tech is a private California school with no noticable preference in admission for particular groups. They may have affirmative action in the sense of recruiting member of such groups, including women.</p>

<p>They do use affirmative action for people who aren't the majority of the school, but most people of other races would not opt to go to a historically black or hispanic serving institution for various reasons. One example could be (in the case of a random white person) that after being the majority for so long they wouldn't feel feel comfortable being the minority race for once in their lives. Honestly HeavenWood, would you yourself personally go to a historically black or hispanic serving institution with a full ride and stipend??</p>
