I just completed my FAFSA and was given the estimated EFC of about 18k for UT-Austin. My parents make around 100k but there are significant financial obstacles with my dad’s medical issues. When and where would I stress these issues? Also, I am estimated to have eligibility for the Direct Stafford Loan for 5.5k. My parents understand that a four-year university means having some debt/loans, but as a first-generation college student, we don’t know what to expect. Any tips or advice for me?

it Austin does not guarantee to meet full need for all students. Your FAFSA EFC is the minimum you will be asked to pay.
Once you are acceoted, you can ask the financial aid office to do a special circumstances consideration that takes the medical expenses into account. These must be unreimbursed medical,expenses. And they must be for necessary medical treatment. You will need full documentation of these bills, and what your insurance did and didn’t pay. You will need documentation supporting what your family paid pout of pocket as well. You will need to inquire at UT about their process for this. Some schools do these and others simply don’t. And they are always handled on a case by case basis.
You will discuss these issues with Financial Aid Officer, after they have determined your financial aid.
