<p>This chart shows that MS and AL have very low participation rates, so maybe only the top-notch students actually take it, or maybe the dumb kids take the ACT (which doesnt look so good compared to the SAT average). Or maybe some states require the ACT, so most kids just stay focused on that or settle with their first score. Naturally, the smarter kids would see if they are a better SAT taker.</p>
