Where does your college fall on the attitude-toward-alcohol continuum?

The Dry Campus: school trys to enforce underage drinking laws and its efforts have "teeth"
Don't-ask, don't tell: as long drinking is discreet, doesn't result in vandalism, hospitalization, etc., the institution quietly looks the other way
Anything goes: it's not unusual to have under-age drinking in public areas; consequences/enforcement measures are rare or non-existent.

And more important: how do you think institutional policy influences the intellectual climate?

Rice refers to itself as a "wet campus."
There are two pubs at the center of campus: Willy's and Valhalla

They don't care what goes on behind closed doors, but really, alcohol is in front of closed doors, in open doors, outside, everywhere. The alcohol policy is more of a formality; I mean, we must obey Texas law here people, hehe...
Oh yeah and the EMS (ambulance thingy) will not report you to the police. Then again, the police can watch you drink and not care.

The legal age in Quebec is 18.

My school's policy towards alcohol is so lax that during Frosh (which is legendary in this city because FOUR schools do it in the span of a week) the Frosh leaders will actually find ways to get you a fake ID so you can get into clubs and bars if your 17.

Beer is sold on campus during the intial weeks of the year and intial weeks of the winter semester.

And don't even get me started on what happens during 4/20...

dry campus, but people drink, so its more of a dont ask dont tell policy, but students talk about it frequently and they want the policy to be changed, as it is slowly

100% anything goes. My university practically encourages boozing. Campus pubs are always busy, even on weeknights. (The legal drinking age in Ontario is 19; and if you're 17 or 18 and drinking, unless you're causing trouble, nobody really cares. The university doesn't either, at all.)

For students who are recovering alcoholics (like me), campus life can be... problematic. Every student group seems to hold court "at the pub" after meetings. It isn't abnormal at all to see professors having one-on-one meetings with students over a few beers at one of the pubs. Alcohol is just a huge part of the social scene here.
