Opinions please! Do I even stand a chance or will they laugh?

white male/no legacy/engineering
SAT's 1290, 1330 with SAT 11 math
1/445 average public high school
4.3 weighted, straight A's except for 1 B in AP History
16 Honors/AP classes
so so EC's

Looking at this board, SAT's mean a lot at ND. However, your success in school will most likely overshadow your lower SAT score. You definitely have a shot.

i'm guessing the only sub 1300's they would take are valedvictorians, atheletes, legacy and possibly URMs, you probably have a decent shot. maybe your SAT 2's will help a little? what are they?

... damn that means my 1370 won't cut it.

1370 is their mean i think. it's fine if the rest of your application is solid.

yes, you are crazy, sry... but you may be better off applying to a tier two, such as a Villanova, a tier two catholic school (Still very good though.) From personal experience, you seem to have the average "rejectioniee's" credentials... Villanova and Holy Cross would still seem to be a reach/slight match... Sry for being critical
