<p>seemingly a stupid question but kind of complicated for me.
I'm a US citizen living in VA. However, my dad came here as a diplomat but left a year ago. But we still pay car taxes and stuff like that except property tax(we rented a house) under his name. My mother lives with me here but she is here using a visitor visa visiting me for 6 months. The visa expires in january but she's going back to korea to get it extended in january and will come back in Feb. So am i in-state?</p>

<p>what was their reasoning for saying you are out of state. I am assuming because you are a dependent of your dad, who has not lived in virginia recently, that you are not instate even though you live insate. Is this the case?</p>
<p>yeh they talked about income tax. My dad did pay last year from feb to sept but after that no income tax.</p>
<p>You should argue for your case. If you aren't in-state in Virginia, then you aren't in-state anywhere, right? And as a US citizen, you have a right to an affordable education in your home state. So what is your home state, if not Virginia?</p>
