So I live in Delaware, but I attend high school in Pennsylvania. My transcript has my Delaware address on it, but will I read as an instate student for the University of Delaware?

Most likely, yes you are a resident if you live in Delaware. Many students go to OOS schools such as catholic schools, boarding schools, military academies, even overseas. If your parent live in Delaware, have their cars registered there, vote in Delaware, you should be fine.
More people are concerned about the opposite, that they live in Delaware but work in PA, their kids go to school there, and the kids want to go to Penn State and can’t because the parents drive home to delaware every night (unless PA makes an exception; you have to check the rules for each state).
