American citizenship Asian living in China is considered american or international?

so if Bob is ethnically Asian but has an american passport, and is currently attending an INTERNATIONAL school in China, when he applies to college, is he put in the international "pile" or the "american pile".</p>

<p>So for example, MIT admits 130 students internationally but about 1300+ students in US and the student will fall under the 1300 pool for admission considerations.</p>
