You need to get in touch with the closest EducationUSA office Educational Advising Centers ? EducationUSA , and ask the counselors there about their experience in helping students from your country apply to colleges in the USA. They will be able to tell you how and where to have your school transcripts translated and legalized. They will also be able to tell you whether any of your national exams are useful for admission to colleges in the USA.

You should also visit the websites of the colleges and universities in the area that you are moving to. Some of them may offer Spring admission, but others might not. The websites should have information about the TOEFL score you need, whether you need to take the ACT or SAT exams, and any other documentation required to apply for admissions.
