An ethnicity question

Quick question about filling out ethnicity bubble in college app...
I am "Russian" (born there) yet lived lived most of my life in Argentina (I currently live in TX), Spanish is my native language, and my father grew up there. Yet, I am only 25% hispanic (which allows me to qualify for National Hispanic Scholar). I live and breathe Argentinean music, movies, soccer, and reading books by latin american authors.

Basically, my culture would def. define me as a hispanic yet my race puts me more as "white".

Is it ethically correct for me to claim to be Hispanic?

My opinion is yes.

Hispanic is an ethnicity.
White is a race.
You can be both at the same time. Argentina is the most Europeon of any Latin American country. You have every right to check off hispanic on your college application.

You piqued my curiosity on this one. From the bureau of census website,

Hispanics can be white, black, and many shades between....it's not a color thing....it's a hertitage imo.
