<p>Oh, cool, I think this is the “jussive subjunctive.” Government is the subject of “continue.” It’s not “government . . . continues,” because it is in the subjunctive mood, rather than indicative. If you check out wikipedia or a grammar site, there will be a more complete explanation.</p>
