Any advice on what to do to increase chances of acceptance into Penn?

ED helps a lot (!!) esp if you’re legacy. The legacy advantage is lost in the RD round. (Penn states this on their website, if I remember). I don’t think you should give up the boost ED gives you in hopes of raising your SAT scores further. Penn superscores so your 2200 (am I correct that you have a 2200 on your first SAT I and a 1920 on your second SAT I?) is what will count, not your 1920. They’ll simply looks at that as a bad day and disregard it.
But if you want it from the horse’s mouth, so to speak, I would actually consider posing your question from 2 posts above (“is it better to apply with that score ED and claim the legacy benefits or apply RD with a higher SAT score after december retake?”) to your regional rep. I suspect she or he will suggest you apply ED. I suppose another possibility is to take the fall ACT. But on the whole I think your app will be REALLY strong and that the scores won’t matter very much. They’re only one component of your app.
