I know I do not have the SAT scores or really great grades or extracriculars but is there any chance and do i have a better chance at the College than i would at the SFS??

Thanksss.

Well, your scores are almost too low for anything. They seem to forgive one section of the SAT I in the mid-600s, but both would definitely be a stretch. For ECs, you show no interest in foreign service at all. If you want to apply to SFS, your activities must at least partially reflect an interest in international issues.
