colleges that i'm planning to apply are
NYU, U or notre dame, georgetown, UC berkeley, UCLA, UC San Diego, USC, boston college, UIUC, Brown, Cornell, Carnegie Mellon ..... do I have chance for these?

Do you need financial aid?
Is your school competitive?

Cornell: REJECT
NYU: Likely
U or notre dame: Likely
georgetown: REJECT
UC berkeley: Maybe
UCLA: Maybe
UC San Diego: Likely
USC: Maybe
boston college: Likely
UIUC: Likely
Brown: REJECT
Carnegie Mellon: Maybe

my school is really really competitive.... many 5.0's ,
this year our school sent 5 to Harvard, 16 to stanford, more than 100 for berkeley + LA, many cornells, 4 MIT, etc...

and likely meaning low reach?

Yes.

However, you are an international applicant, so everything is much harder for you.

Berkeley/UCLA: match
UCSD: safe match
USC: match
UIUC (OOS): match
Georgetown: match
Boston college: safe match - safety
CMU: match
NYU: safe match
Notre Dame: match

Very good shot at Cornell and Brown. Try to get the SAT score up to 2150+, and don't slack off on your essays for the UCs; they're very important in admissions.

Edit: if you're an international applicant, all of these are going to be much harder. It's more difficult to say then.

Berkeley/UCLA(OOS): reach
UCSD: match
USC: match
UIUC (OOS): match
Georgetown: match
Boston college: match
CMU: match
NYU: match
Notre Dame: match
