Not US Citizen but have green card(permanent residency)

Ethnicity: Asian.

Freshman GPA:3.3 (my GPA was bad because it was my first year)

Sophomore GPA:3.5

Joined few clubs

200+ volunteer hours(going to be over 250 hours after junior year)

I didn't take SAT yet because I'm sophomore. But I just started studying and I'm getting 1800s and 1900s on practice tests. I'm planning to get 2100+ on SAT.

I go to top 30 boarding school.
I know my GPA is pretty low but I'm going to work hard in Junior year and get above 3.8 GPA.
Which top 50 universities will accept me if I get above 3.8 GPA in Junior year and get 2100+ on SAT? What should I do to build up my career and increase my chance? Like what activities should I do in Junior year? more volunteers? I go to boarding school so my opportunity for activities is limited.
