Any ideas? (D3 Football)

I've had the whole recruiting game figured out and know where I'm going for a while now, but a friend of mine has no clue. At first, he had no intention of playing college football but once I told him he could go to a better school most likely for free taking into account merit money, he changed his mind and now wants to. Athletically, he's a little undersized for an offensive lineman (6ft 230) which is why were looking at d3 schools, but a very capable player who I know athletically would fit in somewhere. The issue with finding schools he would fit in to is his academics as they are decent but by no means great. 3.0 unweighted gpa, 1580 (1130 2 score) SAT. Also, neither of his parents went to college, he moved to the US when he was 7, and his parents make <60k a year. What are some D3 schools where he could fit in athletically and academically? So far I have sent emails and heard no response from Ithaca college (I'm going to cornell so I figured we'd try that), Carson-Newmann, and North Park.

He’ll get no athletic money at a D3, and merit money with those states will be hard. He may get a lot of financial aid if he has need.

How about a division 2 school or a junior college? There are many that would give him an athletic scholarship and merit. He’d also be able to accept a Pell grant or other state/fed grants, but it’s either athletic or need money from the school, not both.

I meant financial aid not merit money, sorry about that
