My screename says it all

Cal State Chico Chance:

CSU GPA: 2.3
SAT: 1240/1600 (God damn my GPA)
I'm instate and I think thats all they look at.

Chances to Oregon and Arizona:

GPA: 2.53
SAT: 1240/1600
EC's: Sports, baseball, football, gym, and coaching basketball for CYO 4th grade
OOS for both
Class Rank is 40 percentile, just below 50 percentile

Chances at ASU:

2.53 GPA
1740/2400 SAT
Not sure what else they look at.

for Oregon, 10% of attending freshmen had a GPA under 3.0 (so you wouldn't be alone). Your SAT is of course, in at least the top 25% of 1st year students, so you'd have a fair chance of getting in with a good essay. Still, a Reach

For Arizona State, 29% of attending freshmen had a GPA under 3.0. You have a better chance here than at Oregon. Match-Slight Reach

For Cal state chico, 37% of attending freshmen had a GPA under 3.0. You have a very good chance of getting in here. Match

(stats according to college board)
