<p>I'm referring to International students with either F-1 or J-1 visa, those who are never considered as California resident regardless of years they spend here.</p>
<p>My friend is an international student as well, econ major. 4.0 gpa, units more than 60, president of honor's club, +100 hours of community service, internship over summer, math and econ tutor, completed IGETC, all pre-reqs done except for UCSD. She's rejected from UCLA, UCB and UCSD. only got into UCR. </p>
<p>I know it's hard for international students to get in, but does she have a chance if she appeals? She doesn't have any new academic or personal information to present, can she still appeal?</p>
