Any other schools like Bemidji State with EXTREMELY cheap OOS tuition?

I am an international student trying to find universities that charge the same fees to their OOS (including internationals) students as their home state students. I have read about this Bemidji state and the price tag (only $13,000 per year even for OOS students) simply cannot be beat. None of the other supposedly cheap universities I have looked at even come close to matching that price tag. Am I wrong though? Are there any other universities out there that do come close, please???? The price tag is very appealing but frankly I don't want to live in Minnesota! I definitely plan on transferring out, but this school is so off the radar that I seriously wonder if my chances will be seriously hampered transferring from a school like Bemidji. I want to live and study in the states, but not dig myself into a grave of debt if I can help it at all.

Please help!!

Wait, you plan on transferring out of a university after the first two years to save money? In that case, your best bet would be a community college.

If I misunderstood you, there is another school in Minnesota - UM Morris which is about $17,000.

The New York state system is also pretty good at about 25k. SUNY Plattsburgh gives scholarships to int’l students.

Below are in-state and OOS tuition + fees for some of the top “flagship” state universities ranked by US News. The first number is the USNWR rank (from the “national universities” list). The first dollar amount is for in-state tuition & fees; the second is the OOS amount.

I’ve only listed national universities with t&f < $25K.
Most of these are state flagships; to find lower costs, consider “directional” schools. I don’t happen to have a good list of costs for those (but I present this list in case it would be helpful to some readers, if not the OP).

UNC $5,396 / $22,294

Florida $4,373 / $23,744

Texas A&M $8,336 / $22,886
61. Minnesota $11,542 / $15,542

In addition, two public liberal arts colleges have total OOS tuition and fees under $25K:

SUNY - Geneseo $6278 / $14,178
St. Mary’s College of Maryland $13234 / $24,627

Below are Midwestern “Masters Universities” that satisfy 2 criteria:
1. higher ranked in this category by USNWR than Bemidji State
 2. tuition and fees <$15K
