Are there any schools one could still apply to? (Friend was rejected by state school and only accepted to one out-of-state school but it would be better if he could stay in CA).

Other possible options besides community college?

I think there is a list published every year after May 1 of colleges who "still have room" and will accept late applications. CollegeBoard.com also has the "College MatchMaker" with a feature called deadlines, where you can search by "deadline hasn't passed yet" in conjunction with other criteria.

If you search collegeboard you will find more than 25 4 year colleges that accept 100% of their applicants. I have no idea where they are or how good they are.

I don't know how strong a candidate your friend is, because it's pretty late in the process, but University of Redlands has rolling admissions and Loyola Marymount has rolling admissions (although the date they normally consider applications by has passed).

What about going to community college for a year, retaking the SATs ... and then applying again.... would he have a chance at some UC schools if he did that ... or do most UC schools only want freshmen and junior transfers?

I did the search on collegeboard but... few schools come up.. and those that do... offer little/no financial aid =/.

My nephew's GC gave him a list of schools still accepting applications. He ended up at Knox College, where he got a nice merit scholarship and has had a great 3 years, is now about to transfer for the second stage of a 3/2 program. I'm sure someone here will come up with a link to that list. It is not too late to find a good school.
