<p>You are an international student, not a resident. And your uncle is a resident of MN, not WA, so he wouldn't be able to help you. WA residents receive in-state tuition because they have been paying taxes in WA for the past few years - you haven't. See what I mean?</p>

<p>So? Washington does have a state property tax and sales tax, as well as numerous other taxes depending on where you live. It seems fair that 'Washington residents' pay for resident tuition. Plus, OP is an international student who hasn't even paid national taxes.</p>

<p>Those aren't INCOME taxes, those are usage taxes. And Washington State usage taxes are pretty low compared to the rest of the country. Property tax runs about 1-1.5% of assessed property value. And for most of the state (except maybe Seattle) that is pretty low compared to a lot of the rest of the country. Sales tax is Washington is no more than anywhere else (except those states that have no sales tax like OR). Gas tax is Washington is reasonable, not like say California. Also, Washington State colleges are VERY reasonable for in-state residents. </p>
