I was rejected from UCLA for a CS major with a 3.86 GPA (calculated according to the method I describe below) and excellent essays/ECs; the reason I was given is because my GPA was "not competitive." This does NOT sound right because a couple of my friends with similar stats (but lower GPAs) were admitted to the same major. This makes me wonder if the evaluator did not calculate my GPA correctly; the person on the phone said my GPA is not on the application and the evaluator calculates it themselves.

I have a pretty complicated application because I've been to 5 different CCCs over a period of 5 years. All of my UC transferable courses and major prerequisites are spread across the entire time period. What complicates matters further is there are a few classes where I received failing grades (2 Ds and an F) which I later retook at DIFFERENT CCCs not in the same district and received As. It's my understanding that if the courses all articulate to the same course at the UC to which you apply, the higher grade will replace the failing grade in your GPA calculation. Is there any way to know for certain if the evaluator handled this correctly?
