I got an 800 for Physics.

The minimum raw score for an 800 on Physics is a 63/75 (84%), and for Math IIc, the minimum raw score is a 43/50 (86%). (Numbers taken from Real SAT II's.) So in reality, the Physics curve is not that much more lenient than IIc. ETS is just accounting for the greater number of questions on Physics.

The ability of the students taking Math IIc is markedly lower than the ability of the students taking Physics. But even so, a greater percentage of people get 800's on IIc than on Physics. I think that this alone says a lot about the difficulty of the IIc test.
