<p>Right answer: B</p>

<p>Can anybody tell me why the answer is B? why A and C are wrong?</p>

<p>A is grammatically correct, but wordier than B; C is wrong because “if” is there, but not “were”: if begins the clause, but without the verb, the clause is incomplete (combine is not being used in an active way; that is, factors can combine to create something, but countries, in this context, are being combined in a passive sense to create a larger entity).</p>
