Anyone else get accepted into the BROAD Freshman Program?

My daughter applied and found out yesterday that she was accepted into the BROAD Freshman Program. Is this an honors program? She is out of state and her finaid offer was all loans with a $38K estimated cost of attendance. No scholarship or grant money has been offerred to date by MSU. Her other college choice is U-Minn, Twin Cities with a much more affordable $22K COA (with Wisconsin reciprocity). Anyone else facing a similar decision?
