@drew44 - did I miss your desired major? There may be other bargains in WUE, but I hate to suggest schools that don’t fit your plans.

Look at Wyo. You most likely won’t get WUE, but the cost is lower and you will get Rocky Mtn Scholar. Very inexpensive.
Universities in Montana might be interesting to investigate for that major as well, though unfortunately I’m not personally familiar with their campuses. Montana Western is their alternative campus with one course at a time block schedules if you’re interested in that.
Also give University of Utah a look - they offer WUE but many kids instead go with the first year automatic merit awards and then claim residency for years 2-4.
There won’t be merit (of any help IMO) at the U of Utah at that level of ACT and UW GPA.

Op had an ACT of 24. Did you actually look a the guidelines in that link? 6K off OOS tuition at over 20K plus R&B (I think about 12K, not cheap for some reason) even for a 26 ACT. There are no bargains for OOS.
Like I said, years 2 thru 4 are the deal at Utah as instate tuition is a pretty good deal.
I am not sure that is any kind of deal. U of U is great if you get a big scholarship. OP is not in that stats group.

Years 2-4 are completely irrelevant if you can’t pay for year 1.
What is your weighted GPA @drew44 ? And test scores?

I think most DO take weighted, or do their own weighting. Our local HS went to weighted gpas a few years ago because so many schools will use it for scholarships.
