I’m currently a junior and have taken the AP classes and exams necessary in order to get the AP International Diploma. However, when I go to the College Board website it says that students in the U.S have to send their AP scores to a university outside of the United States in order to quality. Can I just send my AP scores to a random international university in order to qualify for this award? Do they do anything with these scores if I don’t end up applying to that university? I can’t seem to find the answer anywhere online.

You should send it to the international university to which you are applying. If you’re not applying to an international school, there’s no point to it. Domestic schools won’t care about it.
Schools see the AP subjects and scores of the applicants. Honestly, the various Scholar and other awards don’t really add anything.
