is this considered a top notch award for top schools??

not really

its not top notch, but its still an honor that holds some value, even at the ivy leage level. Definitely mention it.

No, it's very typical.

What about national AP scholar? Is that very typical and does it hold a lot of value?

The AP awards are described at:
http://apcentral.collegeboard.com/article/0,,150-157-0-2057,00.html#name3

There seems to be more AP scholars with distinction than Ap scholars with honor...

You mention it to reassure your schools that actually did OK on the AP exams, and if you didn't mention your AP scores elsewhere, then it is doubly beneficial. If you had taken five AP classes, did not list your scores, and did not put down AP Scholar with Distinction, they'll might as well consider that you failed them all. Should it be your top honor? By no means, but it's necessary to put down.

TTG

ttgiang is making sense. That helps to resolve the issue of whether or not you should report AP scores that include 3's.
