Is it required to send the AP Test Scores from College Board to USC prior to acceptance (and subsequent use)? Or do we only need to send these scores if we are accepted and need to use them for credit?

No, you don't have to send them, just list them on the application where it says to.

If you have at least a score of 3 on any of your AP tests, send them in and try to get some credit. If your scores are 1 or 2, I would not send the scores in. If you have a score of 1 or 2 as well as 3 or higher, then send the scores in after acceptance. Scores of 1 or 2 are not helpful. If you have a score of 3 or higher, look at the USC web site on AP scores and see if the tests/scores will help you should you be accepted and go to USC.

So is it really necessary to send them in them? It seems like the campus only needs the scores FROM College Board when you are preparing to use the credit that you've earned.

You can wait until you are accepted to send in the scores.

USC Admissions states:
AP Exams
Freshman applicants who have taken Advanced Placement (AP) examinations are encouraged to provide those results.

So- they do consider your scores for admission but they can be verified after you are accepted and you submit the scores for credit.
