I know the computer science A exam permits the use of code editors online and online text books. There’s a lot of leeway as long as you aren’t getting help via phone or chatroom.
The test is designed to see how well you apply the knowledge; it isn’t a vocabulary test. So if you’re eating up time searching for definitions, you may be going down the wrong thought path.
Personally - and I know everyone is different - I would rather see kids with submission troubles have a choice to keep their score, but with a notation that they took X minutes of extra time to submit (no assigning of blame). Let the college make a determination. If the student prefers to retake, that, or a full refund with no score should be two more choices.
