I'm having trouble finishing the application for George Mason University about VA in-state tuition rates.

It asks whether or not I'm currently enrolled at a public college or university (no) and then it asks if I am paying virginia in-state tuition rates. Would I say no because I'm not currently enrolled or yes because I'm applying for in-state tuition rates?

Also, there's a section where it asks if I've filled a Virginia income tax return (no) and asks the following:
Are you exempt from filing an income tax return?
If yes, please explain why you are exempt:
If no, in which state did you file a tax return or pay income taxes?

I'm really confused about the tax return part. Can I get some help finishing my app?

Have you tried calling the GMU admissions office to ask them your questions, or maybe email your high school guidance counselor and ask him or her? Your parents can’t help?

You may be exempt from filing a Virginia tax form if you are a high school student with not enough income to qualify.

Sorry about the month late reply, but just in case you still need help to this or another application:

You say yes to the in-state tuition assuming you live in Virginia and went to a Virginian school (doesn’t necessarily have to be college).
If you never filed a tax return or don’t know what it is, you’re most likely exempt. You are exempt because you are probably a dependent of your parent or guardian.
As the previous post said, you can contact the admissions office, parent, or counselor for help.
