<p>yes, the rep that came to our area said that they open an unoffical file whenever they recieve something from a new applicant. They just make it offical once they get the payment and app</p>
<p>Its a idea to finish partA of the app so they create your file and stuff. It makes the process run a bit smoother!</p>
