Application Deadlines

<p>Hi, this might seem like a silly question. But I'm silly...</p>

<p>If a college states that the deadline is/by Jan 1st, does that mean</p>

<p>A) you have until Jan 1st 23:59 to submit the application
B) you have until Dec 31st 23:59 to submit the application</p>

<p>This is driving me crazy. Please let me know. Thanks!</p>
