Ok, i'm int'l student, and I qualify for an application fee waiver.

I know that at elite schools like harvard/williams/etc, they try to recruit ppl from all socioeconomic background so they give a bit of advantage to those who submit fee waiver, which is a measure of how needy the student's family is. But for an int'l student, will this be a disadvantage since these colleges have to pay the money out of their own fund without gov's aid?

What about at those schools that don't have need-blind int'l admission? I presume that fee waiver at those schools will be detrimental. am i right?
