Does anyone know if the $60-70 application fee can be charged in any other way besides debit/credit card/check (not even sure if they accept checks)?

The UC Application FAQ states that:

You may pay online by credit card (VISA, MasterCard or American Express).

AND

You may pay by credit card online or have the UC application processing service bill you. If you choose to be billed, processing of your application will be interrupted if you do not submit the required fee(s) or an approved fee waiver by the date requested.

AND

You can apply for a fee waiver within the online application and be notified immediately of whether or not you have qualified. If you prefer to use a printed fee waiver authorization, you should indicate that you wish to be billed for the application fee(s). When you receive the bill, return it with your fee waiver authorization or request.
