I am a junior right now. I know it is early, but next year I am applying to Northeastern early action and the deadline is November 1. Is is possible to ask my counselor to write my reccomendation during the end of my junior year so I can apply in September? Also, can I do this with my teacher reccomendation? I want to send it in as early as possible. The only problem is if I can do this, will they just write the reccs. adn then keep them until I apply becuase I know that I am not allowed to see them or something?

The teachers will probably keep them until the start of next year, but if you're applying online, you need to register first and then invite your teachers as your recommendation writers on Common App.
I don't know why you would want to apply so early, but if you're still trying to do so, then I guess it is possible ask them very early, probably towards the end of the year.

Ask them at the end of Jr year and tell them that you're planning on applying EA and so will have a Nov 1 deadline. Then, when school starts in Aug/Sept, give them a reminder. There's no reason you have to apply as early as Sept for EA, and GCs and teachers may not want to deal with LORs at the end of the school year.

Tell them early but there's no need to have them writing recs for a junior at the end of the year.
