Application is complete - does this include fee waiver?

<p>When a college states that your application is complete, does this usually include the fee waiver?</p>

<p>I selected "Other Fee Waiver" for most of my colleges because I'm a QuestBridge Finalist. However, I'm not sure if the waivers have been approved. The instructions were unclear about whether I had to send in anything else.</p>

<p>So, does "application is complete" = fee waiver is approved?</p>
