<p>I am pretty sure that it is at 11:59 on Dec 1. Considering apps and transcrips (if you mail) need to be postmarked by the 1st (if you read my previous thread, I emailed UW and they confirmed it) , I'd think online apps will be the same. However, just to be sure, I'd send it in on Dec 1 under PST, the time in WA. But it's always safer if you send it in well before the day is over, in the morning.</p>
