Can someone please outline the application reviewing process

From what i Know by Dean J's blog, theres different phases

phase 1: 2 readers read application
phase 2: application pool is looked at as a group and decisions get reviewed again.

what does phase 2 exactly mean? Is that like instate/outstate ratio and stuff? And is there a phase 3?

I'm also curious, in what order to the adcoms read the applications? alphabetical? Do they read all applications from each school at around the same time?

I think you’re over thinking my entries. “Phase” is just a way of defining the first reading period and the period when decisions are reviewed and we make sure we have the right number of Virginians:Out-of-state residents and that we’ve filled the classes of the different colleges. We’re usually a little conservative in our reading, so we often find that we need to add to certain populations (in-state Architects or out-of-state engineers, etc.).

We read applications randomly. If your application is complete, it’s considered ready to read.
