<p>I sure hope by completed its talking about they're finished reading it and made a choice. I also sure hope they are not talking about completion of the app as in I finished all required parts of the app on nov16.
I know I finished it on nov1 the day of the deadline

<p>Yeah that's exactly what my application status says. It's probably when they got everything organized and started reviewing them (even though it gives them less than a month to do so).</p>

isnt that crazy?
how could they review all the apps that quickly; the whole process is probably completely arbitrary says one who was rejected</p>
