I know that the deadline for the Presidential Scholarship is in October. If I apply for this even though I may not be competitive for it, do I still have a chance of getting a decision/acceptance before the regular admissions deadline. I'm just wondering because they have no ED or EA, but on the Accepted Students Stat thread I have seen a bunch of people who got accepted before the regular decision but were not semi-finalists for the PS. Is that how it works?

Yes. I applied for the PSP and did not even make semi-finalist status. However, I received my acceptance letter two days before Thanksgiving.

Looks like you now have a choice on when to apply, depending on how early you want to find out if you're admitted/chosen as semifinalist:

Either 10/1 or 10/31.
