I would start the discussion with your HS Guidance Counselor and the local Community Colleges.
What has the special ed resource team at his school suggested? They should have information about this.
How close does he come to meeting the requirement for a standard diploma? If he is only a few courses short, he might be able to fulfill the requirements for a Virginia Adult High School Diploma.
