apply as international or in-state?

<p>I am a high school senior in CA and have a green card. I start to study in USA last year and will apply for college this fall.However,my counsellor said my English credit doesn't meet the requirement of college which needs 4 year English because the two years English class which I took out of USA is only count for ELL(English leaner) credit, so I should apply as an international student and take TOFEL test. Some one else told me I can apply as an in-state student if I want to go to colleges in CA.
I really have no ideas about that.Who can give me an advice? What's more, if I apply as an international student, what will the tuition be?</p>

<p>You can’t apply as an international because you have a green card. That makes you a domestic applicant. Period.</p>

<p>However, because you have fewer than five years of study in schools where the classes are taught in English, many colleges and universities will require you to take the TOEFL.</p>

<p>You need to contact each college that you are interested in and ask them if you need the TOEFL. Different colleges have different policies about that.</p>

<p>Whether or not you are an in-state applicant for California depends on how long you and your parents have been living there. Again this is something that you have to ask each college or university about.</p>

<p>You might want to take some English classes for credit at a community colllege this year to boost your English credits. That may solve your problem. See if there’s a summer class, a fall class, and a spring class.</p>
