Apply as MS or Phd

I am going to be graduating this year (CS/MA) and applying to grad school for a masters in computer science at the same school. I want to get atleast a masters and I do have some ambition to get a phd but only if I can find something I think is really worth researching. At my school people either apply as a MS or phd, some schools ND?? I think everyone applies as Phd or that is what I heard.

In general what happens if you get in as a phd and then stop after a masters with funding and your ability to later get accepted from another institution?
Does it improve your chances to get in? Does it improve your chances to get funding?

thanks

It is my understanding that less offers are made for PhD students than for those just pursuing a master's, however there is a better chance of funding in the former. When I applied to engineering schools, I said I was pursuing a master's degree and many had a box or other place on the form to ask if we planned to continue on for a PhD.
