My D is thinking of doing a double major in Music and liberal arts. Is it better to apply for the Music school and then try and get into the liberal arts program when she is there or Apply for the double degree form the beginning. I only ask as she does not have the SAT scores that fall in the 25th-75th Percentile for Northwestern

Apply for a dual degree during normal application season. Both schools review your applications and accept/reject independently of each other. The music school is quite difficult to transfer into (but it is possible).

how about get into thew music school and then apply for liberal arts

That’s reasonably easy. But there’s no real reason not to apply dual-degree immediately, to my knowledge. As always, consult the school for the final word on admissions-related stuff.

Also, dual-degree is a five-year program, just FYI. Note the difference between double-majoring between schools (receiving a single BA/BS/BMus degree with two majors noted), and dual-degree (BMus and BA/BS both conferred). Dual-degree takes five years, double majors generally still take 4.
